Primary and Secondary Health Insurance?

This has been a big complication for a few months, but back in October of 2008, I had a physical exam and my provider billed, what I assumed at the time, my primary insurance company (Horizon NJ Health). However, two years later, Horizon took back that money and my provider has been billing me for that physical back in 2008. I called Horizon and apparently they took back the money because I had another health insurance, and Horizon was no longer my primary. I had not known about my other health insurance company, Aetna student health care, since they never gave me any information or membership details, and I was automatically enrolled for it when I entered my university. When I contacted Aetna, they told me that they weren't the primary insurance company because they were just student health care. After several phone calls back and forth between Aetna and Horizon... I STILL haven't figured out who my primary insurance company is since they both claim to be the secondary insurance (and they seem to have endless reasons why the other is primary). I contacted my provider and asked them who they have listed as my primary, and they seem to be clueless about it too (when I spoke to the receptionist and asked, they kinda changed the topic). Is it possible to have two secondary insurance? If not, who should be my primary insurance? If Horizon is my primary, doesn't that mean they shouldn't have taken the money back for the physical exam?

My 22 yr old sons car was repossessed. He cancelled his car insurance policy since he no longer owns a car. He was required to carry an SR22 because of a bad driving record. The California DMV will suspend his license if he does not have proof of car insurance. Hes not driving and plans to not own a vehicle for the next 6 months. How does he meet the California DMV requirements without purchasing a car insurance policy? Also, if were able to get an older vehicle and get liability insurance only on it and add the SR22 can it satisfy the California DMV? My son is desperately trying to clean up his driving record too. Even if literally purchases an older vehicle and never drives it just to meet his DMV requirement. Will his past actions of too many tickets and accidents ever stop haunting him? As a young driver auto insurance is way to expensive. Since I drive a Mercedes most quote me at thousands of dollars a year. More than what I can afford. I know some states don't require car insurance if you can prove you have the financial means to pay out if you cause an accident. I recently moved to Manhattan and had to bring my car. I had plan on selling it, but with no luck. So now I have to keep it and now I have no insurance. The car is in storage right now. Im a college student and im in nursing school so they want us to have health insurance in case we get hurt or exposed to anything at any of the hospitals we work at. So, a line of cars got tickets for 'rolling right through a stop sign'. We are considering just paying the fine and taking traffic school, so then we wont get a pt on our licenses. But will the ticket still count toward raising insurance rates if we dont get the point? What do we do if we take the traffic school thing online? Question about different garaging address on insurance policy?

I had had my license for 6 years in October, and called my insurance company to make sure my rate would go down. While on the phone, the rep and I got to chatting and I mentioned to her that I have been staying most nights (6-7 nights per week) at a different address for over a year now, but my license and policy are still listed at my mother's address. The rep explained the garaging address can be changed without changing the billing address if the two are different. Today I received an email about being refunded the difference at the end of my policy term. I didn't realize the changes would generate such a huge difference in price (The zip code of the town I have been staying in has a low crime rate and my mother's address is in a city). I realize people change their address to commit fraud, and now seeing such a difference in rate, I want to sure there is no legal ambiguity- I want to be crystal clear on what garaging implies and what I need to be aware of. 1) Am I in a gray area...If I go home for a weekend? If I lend the car to my brother for a few days? Do I need to be at the garaged address 80% of the time? 100%? I almost want to call them and ask to change it back just so as not have to worry. 2) Also, what would generate the bigger rate difference- the garaging change or the fact that I have had my license for 6 years? (is there a way to tell? Can I request a revised policy? 3) I am planning to replace my car soon, possibly donating it by the end of the year (very old car with continuous engine problems), so I will need to cancel my policy before it is up in April. I let my friend use the car last night while I was in the passanger. The weather was slightly bad and we slipped into a snow bank.
